Well, I’m a Scorpio who has had an intense romance with another scorpion, and I have girlfriends who've told me about their experiences, so I think I can give you a little insight.
How to Catch the Attention of a Scorpio
Most Scorpios do not care about conventions and moral taboos. They tend to hate hypocrisy. And, they love to have fun with their free attitudes. If the guy that you have in your sights seems to be conventional, my guess is that he is just overcompensating. Once you get to know him, you will see someone totally different.
However, getting to know him is the trick. Scorpios can be secretive, but they are seldom lukewarm. And, the trick is to be a bit quirky and aloof. If you really are quirky and aloof, he has probably noticed you, already. However, he has to come to you, not the other way around.
Well, I hate to tell you how to act, but this has worked for me. The less I cared about my Scorpio boy, the more he wanted me. Okay, I cared about him, but I kept myself involved in other things like art and music, and I went off on my own quite a bit, which drove him crazy. I never married him, it would have been too intense, but my Scorpio tracked me down after decades. Yes, they are intense.

What to Wear to Attract a Scorpio
I wish I could just tell you to wear black and to give you a simple answer to this complex question, but I’m trying to give you better advice than the other websites. There’s nothing wrong with black, but my gut is telling me that a Scorpio male might be intrigued by burgundy velvet with a subtle twist of Goth for winter. I’d try a gypsy look for summer. However, you should lean towards the romantic side rather than wearing anything with shock value. A Scorpio wouldn't be shocked, but it would be too overt, too easy to read.
Anything sexy sells well. However, don’t go overboard with hot pink spandex or anything too scary. You want to catch his eye, but you don’t want to tell him everything about you in a harsh way. A Scorpio is more likely to see you if you aren’t wearing flashing neon lights; he won’t want a girl who is obvious or, God-forbid, desperate. (Well, that’s true of all guys, but it’s gospel for Scorpios.)
Your Relationship With a Scorpio
I don’t know when you will know that you are in a committed relationship with a Scorpio, but when you are, you will know it. These guys can be devoted, but they are sometimes demanding. Reliability is good, but don't let yourself be overpowered by your Scorpio. And, always be vigilant about keeping a bit of autonomy.
